A transferable planning question
How can a utility make an intervention useful before the drought becomes an emergency? Compare monitoring, conservation, interconnections and alternative supply in terms of lead time and the failure mode they address.
Test implementation
- Can the contingency source be treated and conveyed with the available infrastructure?
- Are emergency operating arrangements documented and practicable?
- How does an action affect neighbouring systems and shared resources?
- What conditions permit de-escalation without recreating the risk?
