Avoid one continental narrative
African water systems span very different climates, settlement patterns, infrastructure and institutional arrangements. Begin at the city, basin or service-area scale. The World Bank’s Water Security Diagnostic Initiative is a useful starting point for country-specific evidence.
A service-centred assessment
Ask whether the limiting factor is resource availability, treatment capacity, network reliability, financing or operating capability. A production increase may not improve service where distribution and maintenance remain constrained.
Useful first evidence
- Document service continuity and the quality of observations.
- Reconcile system inputs with authorised consumption and losses.
- Identify priority customers, vulnerable areas and outage consequences.
- Assess source reliability and the practical capacity to maintain proposed assets.
Choose local evidence
This is a planning framework, not a claim about a named African utility. Apply the whole-system supply guide and obtain relevant national, basin and utility records before drawing project conclusions.
